A technical vacuum is created by removing (gas) molecules from a container with a pump; the pressure in it drops. Pumping creates a negative pressure, i.e. a pressure that is lower than the ambient pressure. If the pressure in the container drops below 300 mbar and you gradually remove molecules from the room, you get a rough vacuum, a fine vacuum, a high vacuum and finally an ultra-high vacuum. Creating a vacuum is also called “evacuating”, breaking it down is called “breaking”.
